A. RIGHTS AND REGULATIONS:
1. UPON ACCEPTANCE OF LEAGUE FEES, TEAMS AND INDIVIDUALS SHALL BE
ENTITLED TO THE RIGHTS OF, AND BE SUBJECT TO, LEAGUE RULES AND
REGULATIONS AS ESTABLISHED BY THE BOARD.
a. ANY PERSON OR TEAM WHO DROPS FROM THE LEAGUE, OR IS DISMISSED
FROM THE LEAGUE, WILL FOREFEIT ALL RIGHTS AND BENEFITS. THE PIONTS EARNED
BY ANY PERSON WHO DROPPED WILL STAY WITH THE TEAM.
SANCTION FEES
a. SANCTION FEES ARE GOOD FOR 1 YEAR AND ARE DUE THE FIRST WEEK OF
SUMMER LEAGUE. YOUR SUMMER SANCTION FEE WILL BE GOOD THROUGH THE
NEXT FALL SEASON. IF YOU DO NOT PLAY IN THE SUMMER, THEN YOU MUST PAY
YOUR SANCTION FEE THE FIRST WEEK YOU PLAY IN THE FALL. ALL SACTIONS EXPIRE
THE END OF THE FALL SEASON, EVEN THOUGH YOUR VALLEY CARD IS NOT EXPIRED
UNTIL JUNE 30 OF THAT YEAR.
NO PLAYER CAN EARN POINTS UNTIL THEY HAVE FILLED OUT A SANCYION CARD AND
PAID THEIR SANCTION FEES. SANTION FEES ARE $7.00 FROM THE BEGINNING OF
THE SUMMER LEAGUE UNTIL DECEMBER 1, OF THAT YEAR. AFTER DEC. 1 IT IS $8.00.
IF YOU PLAY WITHOUT BEING SANCTIONED, YOU AND YOUR TEAM WILL LOSE ALL
PIONTS THAT YOU EARNED THAT NIGHT.
2. TO ASSURE GOOD SPORTSMANSHIP, A TEAM OR INDIVIDUAL MAY BE EXPELLED
FOR UNBECOMING CONDUCT, POOR SPORTSMANSHIP OR ANY GOOD REASON
CONSIDERED DETRIMENTAL TO THE LEAGUE, BY THE COORDINATOR OR THE BOARD.
ANY TEAM PROVEN GUILTY OF UNSPORTSMANLIKE CONDUCT WILL LOSE 4 ROUND
POINTS AND WILL RECIEVE ONE OF THE OF THE FOLLOWING
a. TWO BASIC TYPES OF DISMISSAL FROM THE LEAGUE:
1. ONE WARNING BEFORE DISMISSAL
2. IMMEDIATE DISMISSAL.
3. THE TAVERN HAS A RIGHT TO REMOVE ANY PLAYER (WHETHER FROM HIS OWN
TEAM OR THE OPPONENTS TEAM) FROM HIS ESTABLISHMENT.
4. ANY PLAYER "BARRED" FROM A LOCATION MUST FIRST GET PERMISSION FROM
THE LOCATION OWNER TO PLAY THERE. OTHERWISE HE MUST GET A SUB TO PLAY
HIS MATCHES IN THAT LOCATION.
5. ALL PLAYERS MUST BE 21 YEARS OF AGE.( CAPTAINS HAVE THE RIGHT TO ASK
ANY PLAYER FOR HIS ID.)
6. ONCE A PLAYER HAS PLAYED AND IS LISTED ON THE STANDING SHEET AS PART
OF A TEAM, HE MAY NOT JOIN ANOTHER TEAM IN THAT LEAGUE, WITHOUT
PERMISSION OF THE BOARD.
7. ALL TEAMS WILL HAVE A TEN MAN ROSTER. YOU MAY ADD PLAYERS AT ANYTIME
UNTIL YOU HAVE REACHED TEN, EXCEPT THE LASTFOUR WEEKS OF THE FALL
SEASON AND THE LAST 2 WEEKS OF SUMMER SEASON.
8. IF ANY TEAMS DISOLVED DURING THE SEASON, IT'S PLAYERS MAY JOIN AN
OTHER TEAM IN THE LEAGUE, WITH PERMISSION OF THE BOARD, UNLESS THE
DISSOLUTION WAS DUE TO UNSPORTSMAN LIKE CONDUCT OR ANY OTHER
UNACCEPTABLE CONDUCT.
B. CAPTAINS DUTIES:
1.HE SHOULD ATTEND ALL CAPTAINS MEETINGS OR SEND AN ACTING CAPTAIN. A
TEAM NOT REPRESENTED BY THEIR CAPTAIN OR ONE OF THEIR MEMBERS WILL
LOSE 1 ROUND POINT.
2. THE CAPTAIN SHOULD KNOW ALL THE RULES AND INSTRUCT ALL HIS PLAYERS.
3. THE CAPTAINS WILL COLLECT ALL PLAYER FEES PRIOR TO THE MATCH.
PLAYERS NOT PAID FOR WILL RECEIVE A ZERO.
a. ANY TEAM WHO DOES NOT PAY THE PROPER WEEKLY LEAGUE FEE, WILL
NOT RECEIVE ANY TEAM OR PLAYER POINTS THAT WEEK.
4. THE CAPTAIN OF THE WINNING TEAM IS RESPONSIBLE TO SEE THAT THE
ENVELOPE IS DROPPED OFF AT ONE OF THE DROP OFF LOCATIONS (IN THE SLOT ON
THE FRONT OF THE DART MACHINE.) THAT NIGHT. THE DROP OFF LOCATIONS ARE:

HARVESTER INN
SIDETRAX
HUGHES MUSIC (THERE IS A MAIL SLOT IN THE STEEL DOOR. YOU MAY DROP OFF THE
ENVELOPE THE NIGHT OF PLAY OR THE NEXT MORNING BEFORE 9:00 A.M. IN THIS
SLOT ONLY.) IF THE PERSON RESPONSIBLE FAILS TO DROP OFF THE ENVELOPE, HIS
TEAM WILL LOSE 1 POINT. IF THE ENVELOPE IS MORE THAN 7 LATE, THE
WINNING TEAM WILL RECEIVE NO POINTS.
5. WATCH ALL MATCHES AND SETTLE ALL DISPUTES ON THE SPOT.
6. KEEP YOUR TEAM UNDER CONTROL AND MAKE SURE SPORTSMANSHIP ALWAYS
COMES FIRST.
7. CAPTAINS SHOULD TAKE THEIR SET OF RULES TO ALL MATCHES.
8. CAPTAINS ARE RESPONSIBLE FOR ALL INFORMATION ON THE SCORESHEETS!!!
AT THE END OF THE MATCH, BOTH CAPTAINS SHOULD DOUBLE CHECK ALL
INFORMATION SUCH AS PLAYER IDs PLAYER SCORE, AND TEAM SCORE ECT.
ONCE THE SCORE SHEETS ARE SIGNED BY BOTH CAPTAINS AND DROPPED OFF, NO
CHANGES OR CORRECTIONS WILL BE MADE. THE SCORESHEETS WILL BE ENTERED
IN THE COMPUTER EXACTLY AS THEY ARE RECEIVED.
C. CANCELLATIONS\POSTPONEMENTS:
1.IT IS NOT PERMITTED TO CANCELL OR POSTPONE YOUR MATCH.
EXCEPT UNDER THE FOLLOWING CONDITION:
INCLEMENT WEATHER WEATHER MAY CAUSE POSTPONEMENT OF AN EVENINGS MATCHES.
THIS POSTPONEMENT IS LEFT UP TO THE DICRETION OF BOTH TEAM CAPTAINS. NO
ONE IS EXPECTED TO PLAY WHEN WARNINGS HAVE BEEN ISSUED BY THE WEATHER
BUREAU, STATING VARIOUS CONDITIONS THAT ARE UNSUITABLE FOR DRIVING. YOU
MUST CONTACT THE LOCATION WHERE THE MATCH WAS TO BE PLAYED.
HUGHES MUSIC MUST BE NOTIFIED THE NEXT DAY AND THE MATCH MUST BE
PLAYED BEFORE THE NEXT SCHEDULED MATCH.
2. WEATHER CANCELLATIONS:
IF THERE IS A CANCELLATION, BY HUGHES MUSIC CO., DUE TO BAD WEATHER, YOUR
LOCATION WILL BE NOTIFIED BY 3:00 PM ON THE DAY OF THE MATCH. THE MATCH
WILL BE PUT AT THE END OF THE SCHEDULE.
D. FORFEITS:
1. IF A TEAM FORFEITS 3 WEEKS OF THE LEAGUE THEY WILL BE DROPPED FROM
THE LEAGUE. ALL TEAM SCORES WILL BE ADJUSTED AS IF THEY HAD A BYE.
2. ANY TEAM WHO FORFEITS THE IN THE LAST 4 WEEKS OF A SEASON WILL BE
DROPPED FROM THE LEAGUE AND FORFEIT ANY AWARDS OR PRIZE MONEY THEY
MAY HAVE EARNED.
E. THE TEAM:
1. AT LEAST 5 PLAYERS, 4 FOR LADIES LEAGUE, BUT UP TO 10 PLAYERS
CONSTITUTES A TEAM. (PLAYERS MUST BE SANCTIONED ON YOUR TEAM) PLAYERS
MAY BE ADDED AT ANY TIME, EXCEPT THE LAST 4 WEEKS OF PLAY OR THE LAST 2
WEEKS DURING THE SUMMER LEAGUE. BEFORE ADDING A SUB YOU MUST GIVE 24
HOURS NOTICE AND RECEIVE THE APROVAL OF THE LEAGUE COORDINATOR. ONCE
A PLAYER IS ON A TEAM HE CANNOT BE DROPPED TO MAKE ROOM FOR ANOTHER
PLAYER. ANY TEAM WITH ONLY 4 PLAYERS FOR THE MACTH WILL RECEIVE A 5 FOR
THE ABSENT PLAYER AS LONG AS HIS LEAGUE FEES ARE PAID THAT NIGHT. THE
OPPOSING TEAM WILL RECIEVE A 10 AND THE 8-BALL WIN. IF THE ABSENT PLAYER
ARRIVES LATE DURING THE MATCH AND THEIR GAME IN A ROUND HAS BEEN
BYPASSED THEY MAY SHOOT ONLY THE FOLLOWING ROUNDS WHERE THEIR
POSITION HAS NOT BEEN PASSED.
2. ALL TEAM MUST HAVE AT LEAST 3 PLAYERS TO MAKE A MATCH. A TEAM WITH 2
OR LESS PLAYERS FORFEITS THE MATCH.
3. PLAYERS, PLAYING FOR THE FIRST TIME, WILL HAVE THEIR AVERAGES
COMPUTED BY THEIR CAPTAINS AFTER THEY HAVE PLAYED THEIR FIRST 3 GAMES.
HANDICAP IS THEN FIGURED. (SEE SCORING)
F. LINE UPS
PLAYERS MUST BE LINED UP BY AVERAGES, LOWEST TO HIGHEST. EXCEPT LADIES
AND A LEAGUE.
E.R.O. DEFINED
THE ONLY TIME A PLAYER CAN MAKE AN E.R.O. IS ON HIS FIRST APROACH, WITH
15 BALL ON THE TABLE.
IF THE BREAKER RUNS OUT AND WINS THE GAME FROM THE BREAK, IT IS AN
E.R.O.
(EVEN IF SOME OF HIS OPPONENTS BALLS FALL IN THE POCKET DURING PLAY. AS
LONG AS HE MADE LEGAL SHOTS.)
IF THE BREAKER DOES NOT MAKE ANY BALLS, HIS OPPONENT WILL HAVE A
CHANCE AT AN E.R.O. HE MUST POCKET HIS 7 BALLS AND THE 8-BALL ITHOUT A
MISS. (OPPONENTS BALLS MAY FALL IN DURING PLAY, AS LONG AS THE SHOTS WERE
LEGAL.)
AN E.R.O. CAN ALSO BE A 10-ZIP, ONLY IF NONE OF THE OPPONENTS BALLS ARE
POCKETED DURING THE GAME.
YOU MUST FILL OUT AND TURN IN AN AWARD SHEET TO RECEIVE THIS AWARD.
CUE BALL POSITIONING
1. USING A CUE STICK TO POSITION THE CUE BALL IS A FOUL DURING LEAGUE
PLAY IN SPRINGFIELD, ALTHOUGH STATES AND NATIONAL RULES DIFFER.
8-BALL PATCH POSITION
1. THE 8-BALL PATCH (MARKER) IS TO BE PLACED WITHIN THE SECOND
DIAMOND ON EITHER SIDE OF THE POCKET.
HANDICAP AND SCORING
PLAYER SCORING:
BOTH TEAMS MAY KEEP A SCORE SHEET AND COMPARE THEM AT THE END OF
EACH GAME.
AT THE END OF EACH GAME, THE WINNER ALWAYS RECEIVES A TOTAL OF 10
POINTS. 1 POINT FOR EACH OF HIS GROUP BALLS POCKETED (TOATL OF 7), AND 3
POINTS FOR LEGALLY POCKETING THE 8-BALL.
THE LOSER RECEIVES 1 POINT FOR EACH OF HIS GROUP BALLS POCKETED (i.e. > 0
GROUP BALLS DOWN = 0 POINTS, 5 GROUP BALLS DOWN = 5 POINTS ECT.)
8-BALL ON THE BREAK:
IF THE 8-BALL IS POCKETED ON THE BREAK, THE SCORING IS AS FOLLOWS:
8 ON THE BREAK IS WIN OR LOSE IF THERE IS ALSO A SCRATCH.
AVERAGES:
A PLAYERS AVERAGE IS COMPUTED BY DIVIDING HIS TOTAL POINTS WON, NOT
INCLUDING HANDICAP, BY THE TOTAL NUMBER OF GAMES THAT HE HAS PLAYED.
A PLAYER WITH 63 POINTS, FOR EXAMPLE, AFTER 3 MATCHES OR 9 GAMES,
WOULD HAVE A AVERAGE OF "7".
THAT IS 63 POINTS DIVIDED BY 9 GAMES = 7 POINTS AVERAGED PER GAME.
ALL AVERAGES ARE ROUNDED UP FROM .50 AND DOWN FROM .49.
THE FIRST WEEK OF PLAY THE AVERAGES WILL BE COMPUTED BY THE CAPTAINS
AFTER THE MATCH IS COMPLETED. THE SECOND WEEK AND THERE AFTER. THE
AVERAGES WILL BE ON THE STANDING SHEET.
IF YOU RECEIVE A "BYE" THE FIRST WEEK YOU RECEIVE A 10. THE SECOND WEEK YOU DO
NOT HAVE AN AVERAGE UNTIL YOU PLAY. (YOU DO NOT START WITH A 10 AVERAGE)
HANDICAP:
HANDICAP IS USED TO TRY TO EVEN OUT THE PLAYERS CAPABILITIES. THESE
POINTS ARE USED IN FIGURING THE TEAMS ROUND POINTS, NEVER IN THE PLAYERS
OR TEAMS SCORES.
HANDICAP POINTS ARE GIVEN, IN EACH ROUND, TO THE LOSING PLAYER WITH THE
LOWER AVERAGE. A PLAYER THAT WINS A ROUND OR HAS A HIGHER AVERAGE.
NEVER RECEIVES A HANDICAP FOR THAT ROUND.
THE LOSING PLAYER, WITH THE LOWER AVERAGE RECEIVES ONE POINT FOR
EACH POINT OF DIFFERENCE IN HANDICAP UP TO A MAXIMUM OF 2 POINTS.
THE MOST POINTS A LOSING PLAYER CAN RECEIVE IS 2 POINTS PER ROUND EVEN
IF THERE IS A DIFFERENCE OF 4 IN AVERAGE.

PLAYER FORFEITS:
WHEN A PLAYER MISSES ONE OR MORE ROUNDS, AND THE PLAYER MONEY IS
PAID, THE PLAYER RECEIVES A 5.
ANY PLAYER THAT MAKES IT IN TIME FOR A GAME MAY PLAY THAT GAME, AND ALL
THE FOLLOWING GAMES. THERE WILL NO PENALTY AND HE ONLY FORFEITS THE
GAMES THAT WERE MISSED.
THIS ALSO APPLIES TO ANY PLAYER THAT IS TO RECEIVE A FORFEIT, AND DOES
NOT SHOW UP IN TIME TO PLAY HIS FIRST GAME. HOWEVER IF A PLAYER SHOWS UP
FOR HIS FIRST GAME AND IS TOLD BY THE OPPOSING CAPTAIN THAT HE IS TO
RECEIVE A BYE, THAT PLAYER DOES NOT NEED TO STAY.
IF THE PLAYER WHO FORFEITED SHOWS UP LATER FOR THE MATCH, BUT THE
PLAYER WHO RECEIVED THE BYE HAS LEFT, THE BYE STANDS.
TEAMS RECEIVING A BYE MUST FILL OUT THE SCORE SHEET AND PAY LEAGUE
FEES FOR ALL PLAYERS. THE ENVELOPE MUST BE DROPPED OFF JUST LIKE A
REGULAR MATCH.
ALL PLAYERS MUST PAY THEIR LEAGUE FEES THE NIGHT OF PLAY OR THEY WILL
RECEIVE A ZERO FOR ALL GAMES THAT NIGHT. THIS APPLIES IF THE PLAYER PLAYED
THE MATCHES OR RECEIVED A BYE.
IF A PLAYER PLAYS 1 OR 2 OF HIS GAMES AND LEAVES BEFORE FINISHING THE
NIGHT'S PLAY (EXCEPT IN AN EMERGENCY) HE WILL RECEIVE A ZERO FOR ALL
GAMES.
TEAM ROUND POINTS:
EVERY TEAM RECEIVES ONE ROUND FOR EACH ROUND THAT THEY WIN AND
ONE POINT FOR HAVING THE HIGHER TOTAL AT THE END OF THE FIRST 3 ROUNDS
(4 ROUND POINTS MAXIMUM PER MATCH).
A ROUND POINT IS WON BY HAVING THE HIGHER TOTAL POINTS AFTER ADDING
THE PLAYERS SCORES AND THE HANDICAP FOR THAT ROUND. IN CASE OF A TIE THE
TEAM WITH THE MOST 8-BALL WINS FOR THAT ROUND WINS THE ROUND IN THE OPEN
LEAGUE, IN THE LADIES LEAGUE A TIE RESULTS IN EACH TEAM RECEIVING HALF (0.5)
OF A ROUND POINT.
SCORING:
SCORES FOR LEAGUE CHAMPIONSHIP SHOOT OFFS WILL BE KEPT WITH RUNNING
TOTALS. IF AT THE END OF THE MATCH THERE IS A TIE. THE TEAMS WILL COMPETE IN
AN ADDITIONAL ROUND, OR ROUNDS IF NECESSARY, WITH THE TOTAL POINTS
DETERMINING THE WINNER OF THE MATCH. (A COIN FLIP WILL DECIDE THE BREAK IN
THE TIE BREAKER.)
ON THE STANDING SHEET, PLAYERS ARE RANKED BY THE HIGHEST ACTUAL
SCORE TIES ARE BROKEN BY THE MOST 8-BALL WINS.
TEAMS ARE RANKED ON THE STANDING SHEET, BY THE HIGHEST NUMBER OF
ROUNDS WON. A TIE ON ROUND POINTS IS DECIDED BY THE TEAM WITH THE
MOST 8-BALL WINS.IF STILL TIED, THE TEAM WITH THE MOST POINTS WINS.
J. PROTEST PROCEDURE:
FILING A PROTEST IS A LAST RESORT. THIS MEANS EVERYTHING ELSE HAS BEEN
TRIED TO SETTLE THE PROBLEM AND THE DECISION IS NOW IN THE HANDS OF THE
BOARD. BE SURE YOU ARE RIGHT!
1. ONLY THE CAPTAIN, OR ACTING CAPTAIN MAY FILE A PROTEST.
2. THE PROTESTING CAPTAIN MUST INFORM THE OTHER CAPTAIN AT THE TIME OF
THE PROTEST, THE GAME IS UNDER PROTEST. IF POSSIBLE THE GAME CAN BE
FINISHED UNDER PROTEST.
3. THE PROTESTING CAPTAIN MUST CIRCLE THE GAME UNDER PROTEST AND WRITE
PROTEST ON THE TOP OF THE SCORE SHEET. BOTH CAPTAINS MUST INITIAL THE TOP
OF THE SCOORE SHEET.
4. CAUSE OF THE PROTEST. INCLUSING THE PLAYERS INVOLED, WHICH GAME.
PLACEMENT OF THE BALLS, WHAT RULE WAS BROKEN AND IF THE GAME WAS FINISHED
UNDER PROTEST.
5. DELIVERED TO THE LEAGUE COORDINATOR, WITH $10.00, WITHIN 24 HOURS OF
THE MATCH. THE MONEY WILL BE RETURNED TO THE CAPTAIN IF HIS PROTEST IS
FOUND VALID, OTHER IT WILL GO INTO THE LEAGUE FUND.
6. THE COORDINATOR WILL TAKE ALL VALID PROTESTS TO THE BOARD FOR A
DECISION.
THE DECISION OF THE BOARD IS FINAL
7. ANY BOARDMEMBER WHOSE LOCATION IS INVOLED WILL NOT BE VOTING ON THE
PROTEST.
8. ALL ABOVE RULES MUST BE FOLLOWED TO MAKE A VALID PROTEST.
PRIZE MONEY:
HUGHES MUSIC COMPANY DOES NOT KEEP ANY OF THE LEAGUE FUNDS. AT THE
END OF THE SEASON ALL LEAGUE MONIES ARE PAID BACK TO THE PLAYERS BY WAY
OF BANQUET, TROPHYS, AWARDS, LEAGUE EXPENSES AND THE REST IN PRIZE MONEY.
1. TEAM OPTION: THE REGULAR 5 PLAYERS ON THE TEAM WILL DECIDE HOW THE
PRIZE MONEY SHOULD BE DIVIDED , AT THE END OF THE SEASON.
RULE VARATIONS:
RULES FROM THE VALLEY RULE BOOK MAY BE VARIED FROM STATE AND LOCAL USE
AS LONG AS THE VARIATION DOES NOT RESULT IN UNFAIR ADVANTAGE OF ONE TEAM
OR PLAYER OVER ANOTHER.
THE SPINGFIELD HANDBOOK OVERRIDES THE VALLEY BOOK DURING LEAGUE PLAY.
CHECK WITH YOUR TEAM CAPTAIN PER AMMENDED RULES, SPECIFIC TO CERTAIN LEAGUES.
